Senior Project Manager
Emma Cocatre-Zilgien joined Arbor Research in 2025 as a Senior Project Manager. She has a strong track record of leading complex, multi-site social impact initiatives at the federal, state, and local levels. Prior to joining Arbor Research, Ms. Cocatre-Zilgien led multimillion-dollar grant-funded projects focused on social policy, public health, education, and asset building. Ms. Cocatre-Zilgien received her Master of Arts in Program Evaluation and Improvement Research in Educational Studies from the University of Michigan and her Bachelor of Arts in Psychology from McGill University.
